Lot of slop in steering

I have a 1995 aquasport with a 2003 Yamaha 250 motor.the steering has 2 hoses going to a ram device on the motor that turns it.the hoses disappear into the transom. how does this system work.there isn't a cable that I can see.plus the wheel turns a lot before the motor starts to turn. veru hard to steer going slow to the dock in the wind and current.

Outboard or?

You may have hydraulic steering. Peek under the dash to see if there is 2 hoses or 1 cable.

A pic of the ram thing would also help. If it's a hydraulic unit, it may need topped off or air bled out.

I figured it out.low on fluid at the helm.had to bleed air out also.
