Lower unit linkage.

I had to take the lower unit off again because of a leak.
After pressure test and no leaks found.
I went to put the lower unit on.

I'm having issues setting the forward/Reverse linkage.

When in neutral the, the prop spins as normal.
There looks like a catch on the shift bracket that keeps the trottle from moving. I assume when linkage is set, the shift lever moves just past the trottle catch and stays in neutral to all allow you to move the throttle.

Problem I'm having, I can adjust the shift rod nut so when I spin the prop I hear nothing, But when I move the shift lever to the opposit gear just past the catch, it's not engaging but you can hear the clutch dog ever so slightly hitting the gear. Little ticks as you spin the prop.
I can't seem to get is quiet.

Do I have the idea right on how I'm adjusting? Or am I missing something?
