First thing I would do is to pull the ignition wires off the plugs so the engine can't accidentally start. Place the shifter in F gear. Grasp the prop and attempt to rotate it in both directions.
In one direction you will get a click-click as you rotate it which is your "overrun clutch" doing it's thing. Not a problem; you want this.
In the other direction you should meet with significant resistance and be able to rotate the engine (turn the crankshaft) by turning the prop.....will take considerable effort to do this and a pair of gloves or rag will help your hands. You could pull the plugs to make this easier but you don't want it easier.
You wouldn't think a new prop would have a spun hub, but if you can't rotate the crank, something slips and won't let you, the next step is to see if it is the lower unit gearing, or the new prop slipping.
So I would remove the prop and turn the prop shaft with a wrench. The tongue out of an old leather shoe and a pipe wrench will work fine. If you can turn the crank, the prop hub is slipping or you don't have it properly installed on the engine. If the wrench thing slips too, you tore up some gearing in the lower unit when you hit the stump.
Run the tests and get back here. You could go to the water and test like Laddies said but this will save you a trip.
