Manual adjustment of throttle cable for test start of 1998 Evinrude 4HP?

Model: E4BRECJ (1998 4HP). This is a F/N motor.
Acquired from original owner who used it for 6 years and then forgot about it for 15 years.
Trying to perform assessment, but am unfamiliar with tiller twist throttle type. Twist grip throttle has very little play in it. Also, decal is missing for indication of slow ==> fast. Throttle cable appears to be in position of least tension. Is this WOT position?
Recoil starter is not engaging flywheel consistently. Could this be safety mechanism to prevent start start in neutral gear with high rpms?
Have lubed cylinders and checked lower unit oil. Now would like to attempt start -- or at least compression test. For both exercises I need to figure out how to adjust throttle ----- any advice?

Turning the twist grip counter clockwise opens the throttle on my 6hp, but you can check by observing the cam on the magneto base plate operating the carb throttle valve.

AFAIK there is no interlock between the starter and either the throttle or the gear selector
(On my 6 hp there is an interlock with the throttle but it is a totally different design of starter)

Your owners manual ( available from your dealer, part # 213275, if you have mislaid your copy) should answer your questions

If the starter is not engaging properly perhaps there is a problem with the pawl mechanism. Take the whole assembly off to investigate but do not undo the central screw on the top or the recoil spring will escape like a caged tiger.
