MARINER 25 what year won't run

i have a mariner 25 serial # OC130179. can anyone tell me what the year model is? also most of the time when i crank it the bottom cylinder won't fire. after a while running it will usually start firing. any ideas?

Its a 1989 year model. Have you changed sparkplugs? Check for fire when its cold and come back and let us know.
