The valve is meant to be open or closed. Open when in use, closed when done.

thanks man, but what about the other ? why does it go back down when i put the lever above the start line ive even tightened up the screw that lets it move up and down.

OK, just so we're clear, the first pic is the gas valve.<br /><br />The second pic and your second question relate to the throttle lever.<br /><br />I don't know what that lever and linkage look like under the shroud. Remove it and watch the linkage as you slide the lever through it's normal travel. Unless someone has more detailed knowledge of that particular model, you're going to have to see if you can spot some worn or missing bushing for example that is now allowing too much slop in the mechanism. You may just need to tighten up the pivot bolt/screw for that lever.
