MARINER 30 LOSING POWER AFTER OIL WARNING

I have a 30 hp 1991 Mariner, running fine until I tilled engine while running due to shallow water. The oil warning horn came on. Shut engine down. When got to deeper water, restarted (oil horn still on) and engine had significantly less power, running rough. Added oil, horn no longer on, still less power/running rough. Pulled plugs which appear fouled, replaced plugs, no change.<br />Any help or suggestions would be greatly appreciated.
