maxing out at 5K rpm....but speed is low

yeah I set the jack plate up so that the plate on the lower unit was about an inch above the bottom of the hull..... which is about where it should be for the 10" setback of the jack plate!! that gives me max height adjustment for running in the shallows at slow speed...
