merathode inline fuse blowing?

Well ive been tracing wires and all look good. I even pulled the unit under the transom and checked it out (all good) not sure if working though. Second time i found fuse blowning and ideas? thanks dan

It's either the wiring or the mercathode unit. I cannot imagine the electrode could be at fault. A new control unit is only like 35 bucks...
