you have a fuel problem. Either you have a leak in a fuel line before the fuel pump or your fuel pump is not working, has a broken diaphragm. When you pump it up without starting the engine, hold pressure on the bulb after it gets to max firm. Does it leak down? That is either a float leaking, which is not the problem you are reporting, or a leaky fuel line. If the bulb stays firm, I'd recommend you get a kit and replace the fuel pump diaphragm.

Is the replacement of the diaphragm easy straight forward to change? I've changed one on a early 80's merc. 7.5 horse. Thank You

Does it run fine at higher rpm? if so, you probably have dirt/gum/varnish in one or more of the carbs

Have you tried adjusting the idle mixture screws? And, what is the idle speed in gear?
