merc 6cyl 2.0L outboard - poor COLD idle

After a carbburator rebuild, replacement of old fuel, installation of water seperator filter, plugs, wires. And adjustments by a certfied mercury mechanic I still have poor idle in a cold engine. After it is warmed up it is fine. Is there a cold operating system that may be malfunctioning??

Sounds like the bases are pretty well covered. I'd consider going thru the bleed valves. There's a bleed system that collects raw gas in the crankcase and recycles it. If the check valves stick, it can cause poor cold idle.
