Merc 8hp, water out relief hole on mid section.

I have a 92 Mercury 8hp kicker. This motor is new to me, so I'm not used to how it normally runs. I just replaced the impeller, and gave it a test run. I ran it in a plastic tub of water, and was able to just submerge the cavitation plate by about an inch or so, not ideal but the best I could do. Every thing started fine, and I did get a stream from the water outlet. Not shooting out like on the 115, but still there. As I increased the idle, the force of the stream increased. I did notice however that there was a decent amount of water coming out of the relief hole that's right behind the mount at the bottom of the leg (between the mount and the boat). Is this normal for this motor? Had I had the motor more submerged I never would have noticed it, but since I did I just wanted to make sure. Everything else was just as I would expect it to be. The stream out the outlet hole may have been a little weak, but I won't really judge that till I get it on the water and running at speed.
