my mercruiser 120 motor is out of boat can i start the motor on the ground? do i need water also

Yes, you can start it on the ground. Make sure it is secured to something like a pallet just to be safe. Without water, I wouldn't run it, but I've heard that you can for a minute or so. There is a way to supply water through the normal water pick up tube, but I don't know much about it. Someone will be along and tell you how.

If you are planning on running it for more than a minute, you need water to it. Just hook your hose to where the water from the sterndrive normally hooked on the thermostat housing.
I run 3.0L engines all the time just sitting on blocks so the engine is level or front a bit higher, with no problems. You can use plain ole plastic dryer ducting from the exhaust elbow to route the water away from the engine. The water will keep it from burning up.
