Jumper across to either the large blue (up) or green ( down) terminal that goes to the motor to see if it will run. Be very careful because it can draw a lot of correct. You can use a jumper cable from the battery + to the terminal, can make a pretty good spark, and if you use a small wire it can get smoking hot in a hurry.

I already did that (jumped it with a hot wire and both up and down just click but don't move) so does that mean it's trash

If you jumped directly to the wires going to the motor and it does not run, then yeah the motor needs to be rebuilt, or replaced.

The mercruiser Alpha manual covers it pretty well. Go to boatinfo.no, Mercruiser manuals, #5, section 5.

So I have a quick question when the seals fail in the water pump on the motor how much radiator fluid should come out of the weep hole should it be dripping out constantly when I run my boat it doesn't drip, if I put my finger on the hole it is slightly wet but just slightly

If the seals are failing it will be somewhere between "just slightly wet" and a steady stream leaking out. If it is not enough to form a drop of fluid then you are probably still OK, but keep an eye on it, when it is up to temperature and running is when it is most likely to leak. This is the way it works: the engine water pump impeller is bolted directly to the end of the cam and there are two seals that keep the coolant out of the crankcase. The weep hole drains the space between the seals. The system is pressurized just like in an auto, and eventually the first seal will fail. When this happens the coolant under pressure will leak past the first seal, and leak out of the weep hole. Since the coolant is no longer under pressure it will just dribble out and the second seal will keep it out of the crankcase. If the weep hole is plugged the coolant is still pressurized and will eventually leak past the second seal into the crankcase. In any case if you are not seeing any significant leakage it can wait til the off season.

You may have a float or needle and seat problem, but it could just be the idle mixture screws need to be adjusted. I would start by adjusting the idle mixture screws. Just do a search for "idle mixture adjustment quadrajet". Lots of stuff on the internet.
