Mercruiser 230 v8 milky oil

Hello all
Trying to figure out a milky water problem. Love in Ontario Canada and have a 21 foot 1986 sea ray Seville with a mercruiser 230 v8 with 600 hundred hours on it. So I dropped it I. The water in Mid April and had no problems running the boat until late June when on a pre trip inspection found water in my oil. The temperature did drop to minus 6 Celsius one evening in late may but the water temp was about 5 or 6 degrees above freezing. Could this have cracked the block? Or possibly damaged the head gasket? I have removed and inspected the manifold and gasket and found no cracks or problems.
wondering if it’s best to replace the motor or continue investigating the head gasket. Any input would be helpful.

Pressure test the cooling system and see if it leaks And where it leaks into

if it was a cracked block, normally the oil mikshake would push out the breathers. however it only takes about 6 ounces of water in the oil to make a milkshake.

pressure test as Scott suggested (need to drain the water first). it should hold 15psi forever.

if it passes, change oil at least twice.
