Sorry, i wasnt too clear on that post when i was getting yhe 2 volts. Nothing changed when i covered the eyes but when you read one of the first things it says is the coil "needs" to have 12 volts right at the beginning and its right at 2 volts off the bat which doesn't seem right so I think perhaps my issue is even before both coil and distributor. I really need to get a mercruiser manual, although with the different distributor than stock I don't know if it will be much help

The one thing seems to be missing from the above test is if the eyes are already blocked by the rotor. Since your starting with below 12V I'm thinking either the eyes are being blocked or the distributer module is bad. My guess is the module is bad.

The distributer module is a switch, the coil is charged when the eyes are not blocked. Soon as the eyes are blocked the switch is on running the negative side of the coil to ground (hence the less then 2V). You can get the coil to fire by removing the negative wires from the coil. Turn ignition ON, then use a jumper wire from the negative side and quickly tap it to ground
