mercruiser 4.3 not firing.. help!!

ok so here it is.. I had a friend rebuild my blown 4.3 mercruiser, which had its ups.. and a lot of downs.. I had the starter replaced, ignition coil, drive aligned, and the boat turns over perfectly... with no spark, I thought it was the ignition coil, so I replaced it, but to no avail.. still no spark. I'm at a loss.. I'm not a genius with engines.. hence the friend rebuild, but when I was just messing with it the distributor is rotating freely, would this cause the no spark or just crappy running, and please... how do I fix this.. the boats been dry for almost the whole summer

ok... just found out theres no neutral cutoff safety switch hooked up... guess the guy lost it, is there any way to bypass it so I can get out on the lake tomm... or at least to see if the thing starts?

Neutral safety is in the control box and will not allow starting in gear ,usually. If bad will not allow starting and can be by-passed by connecting the 2 yellow wires from the control box.
Lanyard safety (man overboard switch) can be normally open (grounds out ign. by a ground) or normally closed(open the ign circuit killing the 12V power to the coil).can be checked with a ohmmeter
