New update - Put it all back together and it is definitely still there, subdued, but there.

I have a few ideas on what my next step should be and want the opinions from all of you.....
Do I...... Cut my losses at this point and get a rebuilt stern drive and put that on?
Yank it again, pull the bearings off, reassemble and see if that fixes it?
Replace the bearings as BT had mentioned earlier? (I have access to a tool and die shop, so I have access to a press).
Buy the tool to check for proper shimming (in case something changed)?
Something else that I have not thought of that you experts might have an idea on.......
Also, I was able to get the stern drive on enough to get the nuts on, and then used the nuts to pull it in all the way - Is there an issue with this, or is this okay as long as it is in all the way and torqued?
