i know with the drive off the housing it locks in foward when i move the shoe on the drive i dont remember if it locked in reverse

with the drive between your legs and the input shaft facing fwd the brass shoe will lock the prop CCW when it is in a straight line This is fwd gear.
When the shoe is turned fully CCW the prop will lock in a CW direction (rev)
This may sound just the opposite of what your thinking but the driveshaft turns the prop clockwise in fwd gear under power so it is locked against the shift dogs in the lower unit

Yep, sounds like the splined shaft was not in the correct position when you assembled the unit.

When you did the impeller you should have turned the splined shaft fully clockwise(fwd ) and installed the upper unit with the brass shoe in a straight line(fwd)

ill take it apart tomorrow to fix this. is this all that needs done for this situation?

Should be all it needs. when you do correct it in fwd with the shoe turned fully CW the prop shaft will be locked CCW.
with the shoe turned fully CCW the prop shaft will lock CW

To keep you from pulling it again - just a reminder - don't forget the stainless steel washer that sits beneath the "shift shoe." If you forget it you will not be able to shift.

Pulled it apart and corrected the splines. Now with the drive on the boat using the control lever it locks up in the corresponding position ccw for forward position and cw for reverse position
