mercury 25 ,reverse adjustment

hello,ive a 25 hp blueband and its the regular reverse problem ..can i adjust anything in the gear housing area to enable me to get reverse ,its not the selecter in the top section as this is fully adjusted ,,thanks piperdog
forgot --it okay in tickover then un-engages at any revs
