Mercury 60hp fuel pump question

1984 60hp 3cyl twin carb model. I have noticed what I believe is fuel that is leaking from the pipe on the fuel pump that I have arrowed in the attached picture. Is the pipe supposed to have fuel running through it ?

no...that is a water line and so is the one above it. the other two hoses towards the front of the fuel pump are the fuel lines

Thanks for the info. I only asked because I'd noticed some leakage from around the jubilee clip. I'll just tighten it.
