So I can move the main throttle lever all the way forward and physically push the throttle fulcrum rod at the engine forward and it will go WOT, but not without doing that. It’s not pulling the cable all the way forward for some reason. I also noticed even though it is adjusted correctly it’s bending the cable end at the engine in a slight upside down U shape.

Brand new cables and just about all the moving moving parts inside the Mercontrol have been replaced.

Examine the throttle cable full length. You don't find a kind or the remnants of a kink that someone tried to straighten out do you? If so, that surely is part of the problem....along with the pin and spring GA mentioned.

Cables are brand new. I just installed them a few weeks ago

That's right.....forgot. You mentioned that. I just now understand your picture and comment above it. The problem isn't in the cabling, it's in the engine. The control is pushing on the cable and the cable is pushing on the engine but it can't move the engine linkage so it bends in the process, trying to push. So, it seems that there is too much friction somewhere in the throttle mechanism inside the engine. When you do it by hand how much pressure does it take to move the throttle arm? For a comparison, move the shift lever in the engine N-F-N and the throttle lever and compare their resistance to movement.
