mercury 9.9 only pees when reved up

I recently bought a 1988 mercury 9.9. I was in the water running it and I noticed when I slowed down or was in neutral my tell tale wasnt pissing. I took the lower unit off, water pump looked ok, replaced the impeller, checked the lines to make sure they were clear of any obstructions, but still the engine only pees when reved up. Any ideas why or is this normal? Also I bought a new thermastat and when I went to replace it there wasn't one in the engine. Should I put one in it or is there a reason there wasn't one? Any help is much appreciated!

You may have a worn plate in your pump assembly. Make sure there are no scratches or wear marks.

Hey! Thanks fo the reply! The water pumped looked good, but I will buy a new one. What about no thermastat? Is it common not to have one?

serial # 0b315423 it has a spot for it, but there was not one in it. I have a new one, should I put it in? also my throttle/ shifter cables seem a little loose. Do I adjust by turning the nuts? Thank you for your time and help. I'm new to outboards!:confused:

You have a loose throttle and shifter cable? I'm not sure I understand what you mean? Is it a side shift model? What seems loose about the cables?

I have had some trouble shifting into gears. You shift gears on the handle not on the side. The cables just seem to loose to me maybe binding up the linkage? I know I have jumped around a bit but what about the thermastat? Again...thanks for the help
