Mercury 90hp power surging

I have a 1996 Mercury 90hp 2 stroke that is power surging at WOT. What might lead to the motor doing this?

u need to hook up a seperate tank with a fuel pressure/vacuum gauge
if you got wet plugs, could be fuel pump

does primer bulb go flat?

I went through it and replaced the bulb, fuel filter, and all 3 spark plugs. I also drained the old fuel in the tank and replaced it, now seems to be running perfectly again.

My next step was to take off the fuel pump and carbs and clean those. Good thing I ran it before hand.
