The impeller and impeller seals are separate from the prop shaft seals, so replacing one doesn't affect the other. If you were talking about the prop shaft seals, if they were indeed replaced, I'd ask the servicing shop if the shaft was scored.
Just a note; residual 2 stroke oil that collects in the midsection and lower unit can sometimes be mistaken as a leaking prop shaft seal as it drips out the "thru the hub" exhaust.
If the service people replaced the hose and the problem with the primer bulb started then, take it back and have them find out what's wrong. If your replaced it yourself, check to make sure the arrows on the primer bulb are facing toward the engine (in direction you want fuel to flow). You might also want to check all connections for an air leak.
