Middle Throttle rod for 63 Evinrude 28 HP

I have a 63 Evinrude 28 HP speeditwin that I am trying to restore. The throttle rod from the gear shift to the middle section is in good shape, the rod that connects the handle to the powerhead is missing. Right now I am trying to start but it is hard to tell what the start position should be by adjusting the gear at the power head. Any suggestions?

Simple----Put shift lever in neutral.------Rotate magneto plate till it hits the interlock bar.-----Find this on the starboard side of the block.-----That is your start position.
