Who is legally responsible if someone removes and does not replace a mooring line/s and subsequently damage is done to my or a third parties boat?

we have courts to decide that... obviously the person who caused the damage to happen is responsible but it takes evidence and witnesses to prove it and a judge to make a ruling

1) Do you know who removed the mooring lines?

2) If so, under what circumstances were they removed? Preparation for departure? Re-adjustment of the scope? Just for the hell of it? Removed and simply forgot to re-secure?

Care to elaborate further?

that is what insurance is for, they pay off, then fight it out. suggest you consult an attorney in your state.
