motor wont go above 1900 rpm under load

have a 1991 yammy 250 v76 saltwater series. just replaced the stator. all carbs rebuilt and new gas. the motor runs perfect in the driveway reving up to 3500 rpm. as soon as i get the boat in the water and under load it will not go up past 1900-2000 rpm. i tested all sensors and everything my book gives me an option to ohm out. does the motor go into a "safe mode" or does it have a "fail safe"? the oil alarm does not go off or show any signs of starving. all the plugs are new and they are wet (not rich wet) when i pull them out. im only having a problem when the boat is under load and trying to push the boat. what else can cause the spark to break down? what would cause the computer to not allow the motor to rev up under load? im lost here. been from cover to cover in my manual. what can im be looking past. trying to always keep in mind K.I.S.S. any ideas would be greatly appraciated. thanks

had a similar prob with a 115 suzuki after oil change. engine did go to a failure mode and would not go above @2000RPM in the water.
found the small paragraph in the owners manual about resetting the circuitry. reset and all was well.
