my mariner wont pee

i had to change my impeller because it would not pee at all now it will pee with flush muffs but not when u run it in a bucket of water any suggestions it is a mariner 20hp made in japan 1985

it must not be pumping . the water hose has preasure and will forceb water up to the pee hole . check to see if the waterpump key is in place . while foot i off be sure the water tube is conected and no blockage . could be a old tube seal in tub hookup.
