My top cylinder is not burning fuel

I have a 1986 Suzuki DT75
My top cylinder is not burning fuel or not getting fuel to work properly. The spark plug is new and is getting good spark and the carb was just taken apart and cleaned. The carb is sucking in air when I put my hand over it but it dosent choke out like the other 2 carbs do. I pulled the fuel line off the carb and primed the gas line and its getting plenty of gas. I cant figure it out. Could it be the reads? I shined the light on them and they don?t look bad.

Had an experience with a 3 cyl dt30. Fuel did not appear to to be getting up to the top of the #1 cylinder so of course it would not fire. I did not fix it because when I took the motor apart it had a bad crank bearing. I figure the problem was a bad crank seal and the piston was pulling and pushing air past this and not pulling the fuel in and transfering it up the port.
