Writing this as a reference for others, who, god forbid, find themselves in the same situation. Results will vary of course, but I got pretty lucky in this case.
Twin 2001 optimax 150's, sunk 3 to 4 feet in brackish water for 36 hours.
Once recovered, immediately removed spark plugs and turned flywheel by hand to drain water from cylinders. Filled plug holes with diesel. Filled intake manifold with diesel. Filled compressor intake with diesel. Removed compressor discharge hose. Sprayed wd40 down air injection hose. Starters worked. Spun motors with starter wired directly to battery. Repeat.
Next day:
Installed spark plugs. Disconnected every connector and fuse, sprayed silicone in each. Reconnect. Connect temporary fuel tank with new primer bulb and line. Removed fuel filters and drained. While removed, primed bulb a few times to flush up to the filter location. Installed filters. Prime bulb to fill filters. Removed drain plug on vst tanks. Manually applied 12 volts to low pressure electric pumps to flush vst tanks. Replaced drain plugs on vst tanks. Activated low pressure electric pumps to fill vst tanks. Disconnected high pressure fuel outlet hose. Manually applied 12 volts to high pressure electric pumps to flush high pressure hoses. Reconnected hoses. Drained oil tanks and lines, including lines to compressors. Filled all with new oil.
Connected new batteries. Key on both motors. One trim relay failed on one motor. Main power relay failed on the other. Replaced all relays. Key on both motors. Warning lights cycle correctly. Performed oil priming procedure. Checked for spark. Starboard check engine light on. Started both motors. Starboard motor runs at 2200 rpm at any throttle setting. Replaced tps sensor. Check engine light off. Both motors now running correctly. Both charging. Checked for spark and injectors on all cylinders - all ok. Idled for 30 minutes.
