Mystery Part - Help!

I have a SE106 Alpha outdrive. The motor is a mercruiser 357 Alpha 4v. A mechanic that worked on my boat left a part in the boat. I do not know where the part goes or what it is for. The mechanic claims he did not leave any part in the boat. The mechanic put in a water pump kit, a new lower unit (purchased from SEI two weeks ago), and a new shift cable that goes to the upper unit. This involved threading a the cable through the transom.
The other work that was done was a new seal was installed in one of the the tilt cylinders.
I have attached two pictures of the mysterious part. I am afraid to take the boat out not knowing what the part is for. CAN SOMEONE IDENTIFY THIS PART, and tell me where it goes?

looks to be a rubber bushing - can it go on your engine cover to dampen noise?

Is it threaded on the inside? Looks a bit like the grommet that pops into the bell housing for the plastic cover.

Thanks. There are no threads inside. I am not sure what "plastic cover" you are referring to? I did have the outdrive off recently, so a bell housing part is a good possibility. I can check the schematics.
