I am on the backend of all my improvements to my boat that I purchased last year. My two nav lights in the front do not work while the stern light does. The wiring is a little chewed up. Is there a good possibility that the wiring could be old & is shorting out?

A short would be blowing a fuse. It may be many things. How about a bit more information

You obviously have juice to the switch and out the switch to the stern light. The next step is to see why current is not getting to the bow lights. Old wiring will still pass current. Broken wires, disconnected wires, burned out bulbs, bad bulb sockets and no ground are all possibilities.
