Need dumb question answered

I have a quicksilver throttle gearshift that has a switch underneath the key. What is this for? Is it supposed to be on or off. This is for a 95 Force mercury motor.

Switch is for a driver overboard safety lanyard, which should be attached to run the engine. The other end attaches to the driver.

Pulling the lanyard out of the switch will kill the motor.
