Basically, no it should not. . . . and would be an indication of a larger issue.

I took the lower drive apart and I don't see any cracks also if there was any cracks won't the water and oil mix???? All the o rings and gaskets are gone and drive is full of sand or salt... I just dumped 2k into the motor and boat don't wanna spend more... I did not use this boat in 2 years and the oil never leaked till I did a oil change on the drive and I really over filled it, it was like 1/2 inch over the fill mark..... what I should do is get the gasket and o rings and do another oil change and see if it leaks again....

You needed to pressure test it before you took it apart. Now you get to put it back together and pressure test it. Of course putting it together with new seals may cure your problem.

Over filling didn't cause your problem. It may have exacerbated an existing problem when the drive warmed up and pressurized the gear oil. It still shouldn't leak in those conditions.

Well found the problem, the problem was the upper gear housing there is a o - ring behind the impeller that stops the fluid going to the impeller. ... what I am thinking is cuz I overfilled the drive it must of had to much pressure that it blew the shaft o - ring and oil was pouring out when motor was off..... that plate behind the impeller was a ***** to come off.... well I ordered the new o ring and will let you guys know how it went

Also the #59 can leak easily.
They were probably installed using a sealer.
After time it gets hard and will leak.
You can re-use them.
Remove and clean.
Reinstall with grease.

Yes all o rings and gaskets are all new..... The only thing I need to get is #47 for the upper gear housing but don't know where to get it today/now.....
