New certified Merc 2015 75hp 4 stroke won't idle

I just purchased a 75 hp 4 stroke factory certified Merc and after I installed it, it fired right up, but won't idle. The lowest rpm the engine will run is around 2200. It has good throttle response in gear and I have double checked the linkage and the throttle is closed. I have contacted the dealer that I bought the engine from who is located on the east coast and they told me to take it to an authorized repair center because the engine is under warranty. The engine has a one year warranty from Mercury, but I am a little miffed that the factory could check out an engine and let it leave not running correctly. Not to mention that my closest warranty center is 100 miles away. I ran the engine for a total of 15 minutes with muffs on in the shop. If I turn the key off and restart, it will idle at around 700 rpms until I touch the throttle, then it immediately jumps to 2000-2200.

Well, I hope this will be an easy fix. I contacted a local Mercury service center and the tech told me that starting in 2014 the throttle has to be scaled with a laptop to achieve idle speed. I hope he is right, I dropped it off on Friday. Now just need some warmer weather to melt all the ice on the lakes.

Talked to the service manager today, scaling the throttle didn't work, they replaced idle solenoid, still not good. The dealer I bought the motor from said the motor would be warrantied by the serial number and told me that I didn't have to do anything. Not quite accurate. Service manager told me that the warranty had not been registered to me, asked me to send my invoice and he would register it for me. He also told me that I had basically a brand new motor, as the original motor had a bad cylinder at 36 hours, and the entire engine was replaced with a new one. So, there is probable an intake air leak that needs to be fixed and it should be totally covered under warranty.

I stopped by the boat shop yesterday and they are waiting to hear back from Merc as to what to do. They are not sure what the problem is. Could be a bad ECU. Good thing there is two feet of ice on the lakes, no rush just yet.
