New prop, unexpected results

I had a 12p on my merc 500, 16' fiberform. It was just right with 3 adults and 12 gal gas. It would tach over 6000rpm with just me and my 3 yr old. I bought a 13p off ebay and put it on. It acted like a 10 or 11p. I could only get going 10-12mph and it would over rev like crazy. Could I have gotten a bad hub? Both props are same diameter.

Any numbers on the prop? How's the dia. compare to the old prop?

The old 12p is a Vortex 992405-12p

The new one is a merc 48 73136A-4 13p Also has 8768, 6171 on another spot

I also have a third I might try. It looks like a Michigan 6140 or 614C? Also looks like it says 11p but not certain.

All props are the same diameter.

mark the hub with a waterproof marker or the likes ,also put the line on the prop body ,try it out and then seen if the line still lines up or has moved. by saying it over revs but goes no wheres id say offhand that the hub is shot.
