new volvo control box, can't get neutral lock button to engage

Good morning!
Just purchased a beautiful 1995 cobalt 220 with volvo 5.8 duo prop. It came with crappy mercuiser 3000 controller so I just replaced with a new volvo 3888318 side mount with trim and emergency stop.

Problem: neutral lock out does not engage. Did I mess up handle install? How do I index it so the engage button works? Now the controller shifts forward and reverse without having to push button. Not a good thing!

Ayuh,..... Welcome Aboard,... Donno yer controller, but usually ya push the button to advance the throttle only, 'n if ya don't, it goes into gear, 'n accelerates,...
