Are you talking about the top butterflys (the choke butterflys?) they should open partly when cold starting, then open fully when the engine gets warm (reaches operating temp). If not you must find what controls them (electric, or vacuum?), & fix it. Underneath them are the throttle butterflys, that should open with the throttle movement

Solex 44 pai carbs only have 1 butterfly valve each, that valve moves with throttle when starting but once engine starts they go there choke position, while running without stress on the engine it is not craving the air so it revs fine, once it is under stress it needs a different mixture and they are not opening

Are these like a motorcycle carburetor? If so, then maybe the venturi's open with cables, check to see that the cables are not broken, or hung up somewhere?

The linkage seems to have a spring mechanism they open while in neutral with no stress on motor, once boat is in water under stress they don't open

This thread is sinking fast.
If you have solex 44PA1, you do not have a choke.
You need to take those carbs off and clean out the passages. It took me three tries to get mine right.
Your carb may have only one mixture screw, if it does, open it up one more turn.
If it has only one screw, like mine, it adjusts BOTH idle and mid range.
With the screw opened up slightly, it will idle OK, but not have mid range.
Stop messing with the points
Stop trying to test on muffs.

On the chance that something strange is happening with the throttle. Make sure the throttle plate will open fully when in the water. (engine off)
If your transom is weak,, the motor torque could be lifting the motor and pulling the throttle cable the wrong way. Are you in NJ?

No I am in NH, I will be on the water tomorrow to test the recent info, at thins point if I can't figure it out I will chalk it up the a learning exp and scrap the boat. I will Deff be more enlightened on what to look for and ask when I have a chance in the future to buy another boat

So, in the end the issue was linkage, it was not installed properly and was not opening the carbs!!!! One good thing is everything in the ignition system, fuel system and exhaust is not brand new and sparkly clean, had the boat out today and played with some small adjustments on the carb and had her up around 45 mph, she's a little doggy off the line but that could be my beat up prop or I need to do some fine tuneing with the carbs and she should be ski ready!! Thank you all for your help!!!
