this could be a long write up…. have you considered taking it in a shop for a look at by an experienced mechanic...before buying it ? .

some…...things to do or look for

good compression test and equal
carb job for certain
gearcase inspection and new oil
any fuses ….blown
all connections need to ne looked at cleaned and secured
fuel tank may be all crudded needs cleaning
fuel hose may need replacement

etc... etc... utube is your friend but get yourself a service manual by the way what year is it and model

But what year is the outboard ? Also 1990?

and what is its model number ? That 's the important info. Always quote it when asking for help or buying parts

Somewhere associated with the main motor cable assembly there is a fuse ( 20 amp ??? )
Find it, check it ................ it has probably blown

On the boatinfo website you will find a manual that covers your engine but an official manufacturers manual will be a zillion times better

I agree, fuse. However, always make sure the battery and cables are not the problem. Juice cannot get through loose or corroded battery cable connections. I'd call it the #1 electrical problem on boats.

Before spending a nickle on this boat, get it in your name with legal paperwork if you didn't get any from the friend of a friend with the dead uncle. You may not an easy time getting it in your name, so that's the first step.

Take care of Mom first.

I think the motor is a 2001
E150FPXSIF
thats the number plate

There are 7x10amp fuses in the power distribution panel plus 2 spare ones and a gadget for extracting them.

#35. #71 and #72 in this diagram
