No electric power

I just purchased a 1989 Welcraft 186 Eclipse XL. I have put a new battery in the boat, and so far only the bilge pump is working. The starter, navigation lights, blower, and horn are not working. I called a marina and was told that it was a bad ground, and to trace the black wire from the battery to the block, make sure it is clean and secure, and then trace the red wire from the battery to the starter and make sure it is secure. I did, and both were secure and clean. Please let me know what else I should check. The more basic the instructions the better, as I am a beginner to inboard/outbard engines.

By the way. This is a Mercruiser 175 horsepower engine.

inline 4 cyl, alum block, fwc 4bbl
try the circuit breaker, a red button mounted on the engine, main harness plug to engine plug disconnected.
