No forward only reverse

Hi I,ve got a 1988 maxium with a 85hp Force will only go in reverse when under a load,any thoughts I bought it this way ,thinking just alinkage problem

Cables interchanged. Shiftrod adjustment. Someone pulled the lower unit "do not touch" screw.
