Hello. I'm new to out-boards and I just bought a no name brand 2.5, 2 stroke water cooled out board and in the manual it calls for 20/26:1 ratio of 10w40!!!! should I use a tc-w3 oil instead?

So you have a User Manual on an outboard that has no brand name or model number? Amazing.

Any water cooled 2 stroke will fare better with TC-W3 outboard oil than 10W40.

A 2.5 water cooled that calls for 20-25:1 is quite likely made by Gale in the 40s-50s, which would call for a 20:1 mix.

That would be 1.6oz oil per gallon of 87 octane regular unleaded.

It appears to me that the brand is PCC Motor.

I am so over Chinese junk cheap and does not last very long, they are mudguards shiny on top and **** underneath .

But go with the outboard oil most likely a translation thingy 10/ 40 = tw-c3

If it's calling for 25:1 10w40 then use that. If you question it, contact the manufactorer or the ebay seller or any dealer of that particular product.

Nobody here is going to be an expert on chinese outboards.

It's tough to even call this thing an outboard. It's a motor that comes from china that has a shaft and propeller attached to it.

I wouldn't be surprised if it really did call for 10w40 though. Alot of jap/china motors run very hot, watercooled or not, TCW will cook off at higher temps, you'd be better off using chainsaw 2 stroke oil as a substitute than TCW oil. But if it calls for 1040, don't substitute.
