Starter will not respond when ignition is turned. My tilt is also not responmding. I can jump the solenoids and start the engine and operate the tilt. I replaced the starter solenoid, but I have the same problem. Any suggestions?

Check your wiring from the controls to the engine, may be the plug is corroded.

No idea what your working on or what year but normally both of those circuits are fused, not likely you've blown both fuses but possible. You need to check for 12v at the ignition switch and at the tilt/trim relays.

There is a fuse in the engine compartment. It's blown. It will likely blow again so you'll need to figure out why? If you don't test, you'll continue to throw parts at the motor. Follow 12V. When you lose it you've found the problem.
