Those motors, with original pulse pack could, and sometimes did, instantly start running as soon as you turn the key on, without even running the starter. The vacuum switch delays voltage to the pulse pack till the starter is actually cranking the motor. It is my unproven understanding that at some point the replacement pulse packs do not give that spark as soon as the key was turned on, making the vacuum switch on longer necessary. Or so I've been told.
Thanks, I have 13.8V at the green wire on the pulse pack, I took off the flywheel, cleaned everything and the reverse spring was not touching the crankshaft (it is not). going to set the points now, then try to fir it up AGAIN!
I know how we did it back in "The Day" when we used the special tool neon tester. All that is obsolete now. Now the preferred method is a DVA (peak-reading) voltmeter. Instructions by CDI are on-line.
