no spark on mercruiser 5.7l carb

i have a crownline 97 mercruiser 5.7l carb and after storage for 2 years it started right up, after 5 mins it shutdown and never started up ( NO SPARK) i changed the coil and the dist sensor per the troubleshooting chart that i have seen in the forums. however when the chart states to check wht/ red terminal for voltage it does not explain if the ignition has to be on or off. when the ignition is off i get 0 volts and is on I get 11V. can someone clarify this to me? thanks

Yes, with the key ON. All tests are done with the key ON unless otherwise stated.

11v is ok. Ideally it should be 12v, but I don't know the quality and accuracy of your meter, or how well you are getting a ground. Check your battery voltage.

Good, At least is no the expensive t5. everything point out to the dist sensor, which I did change. I have a brand new multimeter, which I bought in case the older one was giving me false reading. so if the module is working, the sensor and the coil are new. What else can go wrong?

Where are you checking for spark? (At the spark plugs or at the coil?)
