no thrust when placed in farward

I have a 1967 50hp Mercury outboard. I installed new Idle and throttle cables and need to know the proper way to adjust those cables. as it is now when i place the shift in forward there is very little thrust.
any segestions
harold
ps. I would like to know if there is an operation and repair Manual avalibel some where

Disconnect both cables at the engine. Have someone move the lever on the control box forward slightly. The first cable to move is the shift cable (there is no idle cable). With the shift linkage on the engine in neutral, and the lever on the control box in neutral, bring the cable end up to its attachement point. If the cable and the attachement point don't line up exactly, adjust the trunion (the threaded barrel on the cable) until they do. Attach the cable. Repeat this process for the throttle cable. Make sure you hold the throttle linkage on the engine against the idle stop (fully closed) when adjusting the cable. If you have to move the engine linkage (throttle or shift) to attach the cables you are doing it wrong.

Another way to determine which cable is which is to move the fast idle lever.

Only the throttle cable will move when you do this.
