No top speed on 1963 40HP

This engine ran well for years. Sudenly I seemed to loose the top half of my throttle. Figured high speed jet, so rebuilt the carb. No difference. Engine runs smooth, but will not go above approx. 50% power. Possibly reeds...? Any suggestions will be appreciated.

Check the compression and spark. Might have lost a cylinder...

Check high speed mixture setting on carb (if it has one). It may be set too lean. This happened on my 1965 60Hp. My setting sometimes migrates to the lean side of things.
