No water coming out of pee hole on 1979 6 hp Evinrude

It runs well but I cannot get a pee stream comimg out of top stream hole. I am not sure of the year but I thinks it approximately 1979. I have an older 6 hp and it does not have top pee tube. Nothing blocked. I replaced impeller and it is the same. I remover thermostat and it is the same. I get some water coming out of exhaust hole. There is warm air coming out of top pee hole. HELP HELP THANK YOU

drop lower unit and atche garden hose to water pipe and see if water will appear.
if not it means blokage semewhere in powerhead or just under powerhead

How do I check there? Do I have to pull the flywheel? Thank you

when you atache garden hose to water pipe in midsection(before you have to drop and take out lower unit)and run water.look what hapens.
if no water at exit take out termostat and run water.

if no water in termostat housing you have to take out whole powerhead.
place motor on the flywheel with midsection sticking stright upp take 3/8" socket and look down at lower cowl, you will see 6 bolts.unscreav this botls and take them out.
heng motor on some kind transom and unscraw fuel pump filter, choke leaver from carb and cut of starter hendle but wound starter rope somwher to not loose spring tension.
and try to lift powerhead from midsection

what about water pump.are you sure is it working.
conect drill maschine at the end of drive shaft, place lower unit in water bucket and run drill maschine and look if water pump is pumping water in the outlet
