No water flow then no starting

This is the first time bringing my 6.2 MPI out of hibernation (first time with a fuel injected engine). Long story short, hooked up the muffs, engine fired up (yay). After several minutes of running, there still was no water coming out of the exhaust (the block was full of anti-freeze). It looked like water was being sucked in because there was less water flowing out from the muffs compared to when the engine was stopped. I shut the engine off. I had the idea to remove the blue drain plug from the distribution fitting thinking that when I started the engine up again, if water came shooting out, at least I'd know the pump was working (was working when I winterized it). That's issue #1.

Issue #2 - After shutting the engine off, I could not start it back up again. It cranked over like there was good voltage. I know when you turn the ignition switch on, you get the short beep. This time when I went to turn the switch to "START", I got another short beep. Never heard that before. Did some googling and if I understand what I read, the second short beep means low voltage and the computer will not allow the engine to run. I will admit that I didn't have the batteries on charge over the winter, shame on me for that, and I was surprised that the engine actually turned over. They are being charged now. If my understanding is correct, then fine, I'll wait until the batteries are charged up and try again.

Issue #1 may be more concerning to me. Once I can get the engine running again, I'll do my test with the removed drain plug. How long is too long for water to not come out the rear?

Another observation. If I have the muff running with water and you remove the drain plug on the intake side of the water pump, should water be coming out?
